Holly Springs officials are expected to consider proposed rules that could govern the use of basketball goals, hockey nets and other recreational equipment in town streets.
The town, which currently doesn't regulate such equipment, has been looking into the issue since last month, when a resident complained about safety.
Town Attorney John Schifano says the town wants to make it easier for town service vehicles to navigate town roads without become too restrictive. At the same time, the town doesn't want to become liable for injuries or damaged property.
"The problem that we're wrestling with is to not appear as if we are encouragaing recreational activities in the streets," he said.
Schifano is expected to present three options to the Holly Springs Town Council at tonight's meeting.
One option is modeled after Garner's ban on all games in town streets. It would would allow police to fine users and owners of the equipment. The town could also confiscate the equipment.
Another option would require recreational equipment to be stored close to its owner's house. That option might be more difficult to enforce, Schifano says, because people can easily correct the violation. But it may help curbside service avoid obstacles.
The third option is to take no action.
Schifano and Mayor Dick Sears doubt that the town would support a total ban of playing in the streets.
"My personal feeling and guess is that the board will probably opt for [option] No. 2, with maybe a few modifications," Sears said.
Sears asked town staff to look into the issue during a July 20 town council meeting. At that meeting, resident Beth Christo, complained that portable basketball goals had become a problem on her cul-de-sac. Christo, who lives on Holly Pines Court, said children playing sports were often difficult to drive around.
But the mere investigation of the issue has led to vocal opposition from parents who say their streets are quiet.
About 80 residents piled into Holly Springs Town Council chambers on Aug. 3 to oppose any effort to limit the use of recreational equipment on neighborhood streets.
Many called on the town to crack down on drivers.
